Fredonia Public Works Department runs into unexpected solid rock on sewer project

The Fredonia Town Council met in the council chambers at the Fredonia Town Offices on Tuesday, February 4, 2025. Council members Dirk Ballard, Frank Banks, Kenny Johnson, and Vice-Mayor Cecil Scott were in attendance, as were Town Clerk Tracy Stumpf and Deputy Town Clerk Brittany Jackson. Councilor Scott called the meeting to order at 7:02 p.m.

The council first addressed consent items, unanimously approving the current meeting’s agenda and minutes from the previous regular meeting and executive session. The council also authorized the payment register for January 28 and 29, and February 4, 2025.


During the reports portion of the meeting Councilor Ballard reported that the sewer line project has run into “an unbelievable amount of solid rock out there” and that the town is working with the county to acquire additional funds to cover the expense.


Fredonia Police Department Officer Andrew Smith reported that in the month of January there were 117 civil violations, two criminal violations, and 10 criminal traffic citations. Smith also noted that their new officer will be in the field after another two and a half weeks.


Public Works Director Skyler Palmer updated the council regarding ongoing projects, noting that the dike project is mostly completed with new signage for use of the area on order.



Town Clerk Tracy Stumpf reported that cleanup letters had been sent to a number of residents three weeks ago and that some will be receiving “red notices” around compliance shortly. Stumpf also noted local interest in a two-week public spring cleanup event that would include roll-offs placed around town for residents to use for disposal or debris or refuse, as well as pick up of large items from the roadside. Stumpf also noted that taxes for the town have been filed and work on the 2022-2023 audit is underway. The 2023- 2024 audit process has started, and plans are in place to engage department heads in preparation for the next fiscal year’s budget planning.


Action items included unanimous approval of the transfer of the Buckskin Tavern’s liquor license to its new owners, as well as unanimous approval of the bid for cement work on the town transfer station. Additional items included updating the town’s contact information with the Water Infrastructure Finance Authority, and an initial reading of proposed updates to the town’s employee leave benefits, with the changes to be voted on in two weeks’ time.


The council next unanimously approved a donation of $100 to the Women’s Forum program in Kanab.


The meeting was adjourned at 7:28 p.m. Fredonia Town Council meetings are held on the first and third Tuesday of each month at 7 p.m. at the town offices. Agendas and minutes can be found on the town website at fredoniaaz.gov.
