Millard reports on Orderville town park planning

The Orderville Town Board met at the town offices on Wednesday, April 2, 2025. Board members Marianne Leigh, Shaun Sharkey, Rory Hatch and Susan Esplin were in attendance. Mayor Lyle Goulding called the meeting to order at 7 p.m. Minutes from the previous meeting and bills presented for payment were unanimously approved.

Item 8 on the agenda - Discussion on Demolition of the Legion Hall and Bathrooms Located at the Little League Field - was moved to the top of the meeting. Mayor Goulding made it clear that no decision would be made at this time, only that the board wanted to hear from the public about the issue. Designs for the new park and ballfields overlap the existing location of the legion hall and the board is looking into options. A number of local veterans and community members spoke in support of keeping the hall intact due to its practical and historical value. Options discussed included moving the building to another location in town. It was a lively discussion, and the mayor stated that every option would be considered going forward.
The board then jumped to Item 6 on the agenda, a presentation from Kourtney Millard, chair of the Recreation Development Committee, on the progress of planning for the new park and fields. Millard shared a slide show showing renderings of the proposed project and was also able to point out the overlap with the location of the legion hall. Millard concluded by noting that grant and local funding for phase one of the project is in place.
Moving back to Item 1 on the agenda, Brittany Frost spoke to the board about the need and possibility of moving the crosswalk across Highway 89 closer to the center of town. There followed a lengthy discussion, the gist of which is that the Utah Department of Transportation ultimately has decision making power around crosswalks on the highway, and that although there are a number of solid reasons to move the crosswalk - including safety and convenience - the process of working with the state to do so may take some time.

The board next unanimously approved its annual funding of a scholarship for a Valley High School student, as well as conditional use permit recommended by Planning & Zoning for a small engine and UTV mechanic shop at 525 S Center St, and a business license for The Ravens Rest, LLC. A vacancy on the Planning & Zoning Commission received three applicants: Tony Collins, Connie Crofts, and David Johnson. An anonymous ranked vote by the board appointed Tony Collins to the position, with both Mayor Goulding and board member Rory Hatch thanking all the applicants.
The board tabled a discussion of bids for excavation on the new field portion of the town park project, and then by anonymous ranked vote appointed Shaun Sharkey as the council representative for the Recreation Development Committee.
A motion to adjourn at 8:11 p.m. was unanimously approved by the board.
